This is them doing stuff they want to do and think is amazing, that is their 'best' Whilst not Bethesda, take Dragon Age as an example. I have no doubt it was the CEO's decision to try to make Dragon Age an online live service game, then pivot back to single player. But it's the devs that gave you everything else you actually ended up despising in #Veilguard. Time restraints from the pivot didn't give you Taash. CEO's didn't take away the writing and characters you used to like in games.
