Double jeopardy exists for a reason. A hung jury means the state stood up with all its power, presented its best, and still couldn't convince twelve people. That's not a tie the government gets to break on a rematch. Here's my jury jot: if the state couldn't prove it the first time, the state is not entitled to a second chance. Put me in that jury box for trial number two and I'll tell you the verdict before the prosecutor says one word — before one retake, one retold story, one repackaged version of the case they already failed to prove.
