California County Prohibits Landlords from Conducting Criminal Background Checks on Applicants I remember back in the 80's maybe 90's when California would seize property and bank accounts (or at times threaten to) if a landlord failed to prevent drug dealers from renting a residence. That's about the time landlords began doing criminal background checks. It was then up to the individual to attempt to hire an attorney to get their seized property back. Even the CHP only a few years back were seizing cash from travelers if they felt it was drug money. No warrant needed, get red lighted, they ask, "are you carrying cash?" then they just took it! It did not matter if you had drugs on you or not. Only fit the profile. It was dubbed "Highway Robbery".
