It's likely because they know the people won't actually DO anything about it. They've been calling the bluff of the people for generations now, and each time, the people did nothing. So, they no doubt just figure they can do as they please, and use your taxes to do it which just rubs it into your faces that little bit more. Only when these demons are found swinging by the neck from light poles, will they ever consider behaving themselves.
