They meet in secret places & craft their wicked plans against believers all the while hiding behind a sign that says "We're peaceful" as they fulfill the lust of their flesh, many who are in a religion that allows & even promotes such wickedness. But notice the psalmist separates "thy people" from "thy hidden ones". Who are these "hidden ones?" Now go read Isaiah 26:20-21 & see if you can find the answer there. Study!
