So perhaps, given Direct Energy Weapons do exist, could it be plausible that using one to dry out the air, causing a freeze which shuts down most of the infrastructure of a state in order to provide cover in order to traffic illegals, in particular, minors for the purpose of sex trafficking? In the largest border state, of all places? Would provide awfully good cover, I must say. Just speculation
