Tropical Storm Allison, which formed on June 4, 2001, struck Houston with historic rainfall, dropping over three feet in some areas and leading to devastating flooding. The storm resulted in 23 fatalities in Texas and caused approximately $5 billion in damages. The southeastern region faced severe impacts, with over 70,000 homes damaged or destroyed. Pastor Joel Mondejar of Soldiers of the Cross Church described the harrowing night of June 8, when church members had to rescue families from rising waters. The Harris County Flood Control District later bought out 245 properties in the affected neighborhood for flood control projects.
