Critics say that all the program does is give taxpayer dollars to keep alcoholics addicted rather than promote recovery. It was launched in 2020 during C*VID and is now a permanent program. Over the six-year period, the MAP has served about 55 unique clients in total, with costs racking up to around $30 million to date, largely funded by city taxpayers and Medi-Cal reimbursements.
