Carol Ammons (D-Urbana) and her husband, Champaign County Clerk Aaron Ammons llegedly defrauded the state, taxpayers, and campaign donors while enriching the family. Prosecutors say the scheme ran from about 2017 through June 2025. Carol Ammons, a state representative since 2015, is charged with eight counts of wire fraud, one count of making a false statement to the FBI, and one count of conspiracy to obstruct justice. Aaron Ammons faces charges of conspiracy to obstruct justice and a separate obstruction count. Federal prosecutors say Carol Ammons used campaign funds on her personal life. She allegedly had inflated checks issued, then required recipients to return the excess in cash kickbacks. Her daughter, Titianna Ammons, received over $15,000 payments for minimal or no work. The indictment also says Carol Ammons used her official position to direct state grant funds to nonprofits, (kind of like what Gavin Newsom has done) which then paid her daughter. Specific organizations named include: 🟧Hood Vote (where Titianna served as Program Director after Carol allegedly helped draft her contract and steered around $600,000 in grants), 🟧Bridgewater, and the 🟧Urbana-Champaign Independent Media Center. 🟧Prosecutors say the family stole more than $100,000 through these arrangements. Titianna Ammons was not charged in her parents’ indictmen. However, she was indicted in a separate federal case in June on three counts of wire fraud for allegedly collecting COVID-era unemployment benefits while employed and receiving payments from her county board position, her mother’s campaign, and other sources between October 2020 and October 2021. In May 2024, Carol Ammons allegedly lied to an FBI agent, claiming she didn't know about a conflict of interest involving her daughter’s pay from a state grant-funded organization. Prosecutors say the couple then conspired to obstruct the investigation, with Aaron Ammons allegedly telling a potential witness to “muddy the waters” with the FBI to obscure the cash payments. Both Carol and Aaron Ammons have denied the charges and pleaded not guilty. Carol called the allegations politically motivated. The Illinois House is investigating her, and she has been removed from the Democratic caucus.
