SIMPLE, TRANSPARENT, ELECTION SYSTEM

VOTER ROLL TRANSPARENCY:
Publish voter roll online listing all registered voters by name, precinct, and date/location of last ballot cast
Publish list of residential addresses online by precinct, dwelling type (apartment, single family, commercial, etc.), and number of voters registered at each address
(no publicly available linking of specific name to specific address)

BALLOT TRANSPARENCY:
Everyone votes on a paper ballot, whether in person or by mail
Each ballot has a unique serial number
Each ballot has a duplicate attached that, after filling out the ballot, the voter removes and retains for his/her own records and to prove how they voted in case of an audit
Once a ballot is tabulated, the unique serial number is posted on line with the vote selections so that the voter can go and check that the ballot with his/her serial number was accurately counted
(Only the individual voter knows which ballot is theirs)

VOTING TRANSPARENCY:
Once a voter casts a ballot (either by mail or in person), the date/location of the last ballot cast is updated on the online voter roll

Efficient and accurate in both form and function
Confidentiality for voters is maintained
Allows voters to check their own residential address for accuracy as to the number of registered voters listed
Enables the individual voter to make sure their vote was counted, and counted accurately
Vote totals would be easy for anyone to count because everyone would have easy access to the ballots and vote counts
Allows a simple cross check between the number of unique ballots cast and the number of legitimate registered voters who cast a ballot
Creates a basic cross check between precincts and/or states for voters who may vote more than once
