IN MARCH OF 2121, the excellent Ruben of California was minding his own business like every good American should when there appeared before him an unexpected sight. It was a ghost of Christmases past-- the spittle-flecked, chain-rattling specter of a junk-yard dog whose tag bore the cryptic runes: IRS.
