Iran is, IMHO, by naming the two ships, trying to avoid USN casualties that might provide casus belli for an escalation above their own plans. Naming the ships they could have hit is a pitcher saying, "Okay, buddy, next one is by your chin. So step on back out of the batter's box, or the next one hits your head, maybe.
