Foreigners are taking advantage of America's high trust society and scamming us? Let's just file this under the "no shit" category. Several countries in Europe have what's called the "Bologna Process" to evaluate the legitimacy, or non legitimacy, of foreigners who claim to be formally educated. Americans seem to just believe it.
