Unfortunately, that's exactly what they see, something oppressive that must be defaced. The Siegessaule features prominently in the movie 'The Sky Above Berlin' (Wings of Desire), one of the best movies of all times, about how divided Berlin suffered from the communist insanity. It's heartbreaking to see there's absolutely nothing romantic or loving or sacred left.
