A significant number, as high as 80% of ranking Stalinist officials during the 1930s were ethnic jews while jews made up less than 2% of the population. The most notable concentration of Jewish officials was within the NKVD (People's Commissariat for Internal Affairs), the agency responsible for the Great Purge and the enforcement of collectivization. They took the people's grain and enforced a genocide, utilizing famine and fear. They systematically and brutally tortured Christians specifically. - Peak Mortality (June 1933): At the height of the famine, approximately 28,000 people died every day in Ukraine. This equates to roughly 1,168 deaths per hour or 20 deaths per minute. - Average Daily Deaths: Over the entire course of the famine (1932–1933), with a total estimated death toll between 3.5 and 4 million, the average was roughly 5,000 to 6,000 deaths per day. However, this average masks the extreme intensity of the killing in the spring and summer of 1933, where nearly 85% of all excess deaths occurred. To ensure the starvation was effective, the regime trapped the population within the famine zones. - Blacklisting: Entire villages and districts that resisted quotas were placed on "black lists." These areas were subjected to a complete economic blockade: all trade was halted, no goods could enter, and military units surrounded the settlements to prevent anyone from leaving to find food. - Travel Bans: In January 1933, a decree signed by Stalin and Vyacheslav Molotov closed the borders of the Ukrainian SSR and the Kuban region. Peasants attempting to flee to cities or other republics in search of bread were caught by police and the OGPU (secret police) and forced back to their starving villages, effectively sentencing them to death.
