The emergency determination processes are predicated by enterprise fraud [cooked-up data.] In other words, criminal fraud is committed to create "emergencies" out of thin air [or false flag operations] to trigger extra-constitutional authority and power that bureaucrats have legislated for themselves at a time such "emergencies" occur.
