July 22, 1861: After the Union defeat at the First Battle of Manassas, Virginia, Union soldiers and civilians fled back to Washington DC amid reports of chaos and congestion on the #Virginia roads. President Lincoln signed a bill authorizing the enlistment of 500,000 volunteers for up to three years of service signaling a longer war ahead.
