Imagine every time you ride a bus or a train, you look over your shoulder and two seats back a stranger is staring at you hard. You look again a few minutes later, and he is still staring, but takes a break to jot something in a notebook before staring again. This happens every day, every time you ride mass transit. Sometimes it is the same person. Sometimes a different person. After a week of this, you are so creeped out that you confront the stranger staring at you. He says "I have a right to stare at you." Congratulations, that is what it will feel like when your society is fully Flocked.
