You'll notice how Graham has his fingers and hand near and over his mouth as he speaks to Netanyahu on the phone. This is a classic body language tell of insecurity, lying, and anxiety. I'd conclude from this that Graham is afraid to say something too revealing, and that he subconsciously knows that he is in the servile position, and needs to please Netanyahu.
