SB 508 seeks to enhance environmental transparency and protection in Pennsylvania, particularly regarding atmospheric interventions and weather modification. Also gaining attention is the need for transparency about the chemicals speculated to be used which include graphene oxide, aluminum oxide, potassium iodide, silver iodide, strontium, and barium, among many others. Other states are taking action too. In 2024, Tennessee became the first state to enact a comprehensive ban on weather modification, including cloud seeding. Montana passed similar legislation back in 1993. Several other states have introduced bills aimed at regulating or banning weather modification activities; these bills are currently in various stages of the legislative process. These states include North Dakota (Senate Bill 2106), New Hampshire (House Bill 1700), South Carolina (House Bill 5390), Missouri (Senate Bill 1318), Kentucky (Senate Bill 217), Rhode Island (House Bill 7295), and South Dakota (Senate Bill 215). In addition, Idaho, Utah, Texas, and Wyoming have already fully suspended all cloud seeding programs.
