Global oil refining capacity has fallen well below both 2025 levels and the five-year average, creating a growing bottleneck in the supply of gasoline, diesel, jet fuel and other essential products that keep the global economy moving. At the same time, the war in Iran, attacks on Russian refineries, disrupted shipping routes and lower Chinese crude imports are all placing increasing pressure on an already strained energy system.
