See, if I was in charge, I would just double them out! Tell each side EXACTLY where their leaders are at and drive each side to killing the opposition's leadership. Double tap! BOOM! BOOM! Kill both leaders at once and the problem stops in an instant. Who wants to be the next "leader"? Probably no one. Simple solutions for simple beings often work best. Let them kill each other directly and as quickly as you can and you minimize all civilian and collateral damage at a default.
