We can do high level weapons testing on Mars too, as a means to rip off the outer crust and blowing into space for use in artificial exomoon construction. If we can tear off enough of the Martian surface we may find that is ~still~ has an EM field, it's likely just scaled back, beneath the surface. So if we blow off enough of the surface then we can restore its atmosphere and liquid.
