Paxton screwed up. He was for the banning of Hemp products. He and the businessmen decided to try to corner the market so that the small farmers wouldn't be able to grow it. They have criminalized it. He just made this decision and my guess is that he is either stupid or got stupid advice. It's all about the money and who is going to be able to sell it in the future.
