Mr. Bailey didn't answer my question... There are certain administrative rules established by government for Petitions that create limitations. These "administrative rules" with the "limitations" are another unratified element to protect government who put the rules into place. Hence, the upgrade to a Public Order. #ThePeople Telling officials what to do and the penalties for not complying. Rather than asking permission of a Petition giving government leeway to play with. Though similar, both in use and function, with Petitions the public often comes out on the losing side. With a Public Order it forces government to either comply or lose. There is no "out" for them. Covid lockdowns of small businesses where a "Public Order" for an example whereby the police enforced closures. As superiors to gov, The People get to play that game too.
