It's a blockchain based website where posts could never be deleted by anyone for any reason. The launch of the $8chan coin is a fundraiser to help pay for the resources needed to launch Project Odin. It's an interesting concept. Not sure (from a marketing perspective) if this was the best way to bring attention to the cause, but there it is. https://www.8ch.net/
