In a free (and therefore maximally self-governing) society, it's wise practice that we the people should enjoy a right to privacy that our public officers should constantly respect, except when sufficiently warranted otherwise, while our public servants should keep their operations completely open to constant public scrutiny, except to conceal wartime secrets from enemy combatants. But, whenever our public servants want to become our public masters, they like to reverse this status quo, keeping their operations entirely secret from us while demanding our complete openness toward them instead, which is dangerous to our rightful liberty, and one reason for the U.S. Constitution's Fourth Amendment.
