This is in the USA too, trade name is Bovaer, and it's FDA approved as a cattle feed additive. It's not really a "Bill Gates" project, though, from what I can find. The developer is DMS-Fermeniech, a large German chemical company. They claim it's safe to handle as delivered; it's only toxic at certain stages during production (which could be said of nearly all industrial organic chemistry). That should not be taken to imply it's good or safe; it's a stupid intervention that has no valid purpose, in my opinion, and should not be approved for commercial use.
