The military aren’t really shooting down extraterrestrial craft, but are actually downing man-made anti-gravity vehicles (probably really rudimentary design, unmanned, intended to be shot down). They will use these events as a segue into disclosing anti-gravity technology, which will then be revealed to have been developed in conjunction with “friendly” extraterrestrials.
