Drakes sexually assaulted the girl multiple times during a three-day period from Feb. 5-7 at his apartment in the 1500 block of S. Loop, the affidavit states. Police said the girl is a “child without placement” who is under the custody of CPS. “Child Protective Services has been housing its (children without placement) in two locations that continue to expose them to high risk of further harm, which are houses in East Waco and a motel in South Waco,” police wrote in the affidavit.
