Responding To IRS "Proposals" New entries in the Site Map Legal Resources section. EVERYONE'S FAVORITE ALPHABET AGENCY has lately been ramping up an annoying pair of fog and intimidation generators in the way of "proposals" to change the "tax due" or the amount withheld in regard to educated tax returns (and for all I know, non-educated filings, as well). These typically come in the form of LTR525s in the former case and CP21B notices in the latter. Both types of correspondence seem intended to suggest that the agency has valid grounds for its self-serving proposals, while nonetheless implicitly acknowledging that neither proposal can be implemented without the agreement of the filer (and both explaining to the filer how to register disagreement). Both proposals are plainly designed and dispatched in order to confuse and unsettle filers new to the wide and wild landscape of liberation-- new, that is, to once again seeing horizons lost to most Americans of the last several generations.
