A French Firm Helped Build the BSL-4 Lab in Wuhan. Its Own Scientists Warned Against It. The 2004 Franco-Chinese agreement to construct a maximum-containment facility at the Wuhan Institute of Virology drew objections from French defense and scientific officials at the time, concerned about dual-use risk and whether promised oversight would materialize. It didn't — the French scientists slated to work alongside Chinese researchers were largely never integrated. The safeguards that justified the project were abandoned, and the lab operated anyway.
