Britain Jailed Parents Over Vaccination. It Took Thirty Years of Resistance to Win an Exemption. The Vaccination Acts of 1853 and 1867 made smallpox vaccination compulsory for infants, with repeated fines and imprisonment for parents who refused. In 1885, tens of thousands marched in Leicester against it. Not until 1898 did Parliament add a conscientious objection clause — the origin of the term as we use it today. The lesson isn't about smallpox. It's that the right to decline a medical procedure was never granted freely. It was fought for, lost, and fought for again.
