This is interesting, It is not Elon who is shutting down these agencies it is the Trump Administrative Branch that is doing this. President Trump can stop foreign aid to foreign countries even though the House of Representatives controls the purse strings, but if those purse strings are being used for aiding and abetting foreign and domestic enemies, it is the duty of the President to protect and defend the Constitution and the people of the nation.
