FFL Part A: Federal Firearms License Dealers & gun Mfg’s “FFL” requirements! They are not allowed to sell to anyone that is not an FFL dealer or Mfg. Period! They cannot ship to anyone directly to their private residence unless they possess an FFL. Period! FFL Part B: Mail order: Yes, you can buy most firearms via mail order. But it must be shipped to an FFL dealer within the state of your residence. But you are required to fill out a federal 4473 form and if your state requires an additional form that must be filled out also. FFL Part C: ie Mass FA-10 and Federal 4473 forms which require background checks. In fact, if said firearm is not on the states approval list in which you live NO FFL dealer can ship to any FFL within said state. FFL Part D: Gun shows: Most companies that host guns shows around the country set up booths for Federal/States background checks before you are allowed to take possession of any gun without a background check. FFL Part E: If you are a non-resident of where the gun show is hosted the gun MUST be shipped to an FFL dealer of the state of your residence and then the rules of your state apply. If you fail the background check the firearm is shipped back to the FFL dealer from the gun show. FFL Part F: Private Sales: The only time where you can sell a firearm without a 4473 form is in private sales, but some states still require state forms filed which require state background checks, ie Mass FA-10 form. FFL Part G: If said firearm has any Federal of state form connecting said firearm to you, you would be a fool not to go to your local FFL dealer and pay a small fee to get said firearm out of your name and into the buyer with a background check. FFL Part H: Any FFL dealer that does not comply with the Federal/State laws can be arrested, lose their FFL, shut down or face massive fines. I challenge anyone to go online and try to purchase a firearm without an FFL from any gun shop or gum Mfg. It won’t happen!!!
