Not one new person should have been allowed into the US from the moment this thing started. All citizens abroad should have had a one month window to get back here and if they missed it, no further opportunity to return until the thing was deemed completely over (and then only w negative tests and a quarantine procedure once on US soil, then more negative tests). Anyone illegally entering the country during such time should have been shot. There would be no variants. It would be over now or near enough.
