Patriotic Principle 14: Central government action is a last resort. If an action is unnecessary, don't do it. If necessary, and society can do it, have society do it. If society cannot do it, and government needs to, try to have local/state government do it. If local/state government cannot do it, then-- and only maybe then-- have central government do it.
