We are all familiar with the controversial "Patriot Act" passed by Congress some 20 odd years ago. But this character of the federal government isn't new. In September 1861, a special office was created within the War Department and given the authority to arrest all those suspected of "disloyal practices". It was called the office of Provost Marshall.
