@NeonRevolt I think the product of these multiple investigations are meant to be handed off to a non-Civilan based body in multiple parts, spread out over time. You can both get the job done and come out with a weak "end of investigation result" and still have collected much of the info you will need to do a handoff, saving the Military much needed time from having to do what these prosecutors have already done. Since the possee comitatas stops the military from basically doing what these prosecutors could do, it's just waiting for them all to "turn in their homework assignments" for grading. Oh, and it also helps to appoint the right swamp creatures, knowing you can use that FISA jump rule to really map that network out in real time! Just how I been looking at all this as a possibility!
