A new system of government is proposed. It manages to provide everything you are looking for in government. This does not necessarily mean you are handed everything by the government, merely that this form of government is what you consider to be the ideal form of government. Every criteria for what you are looking for in government is there. The exception: this new system fails to solve a certain percent of murders. This is purely an issue with this structure of government, not intentional failure on the government's part. At what percent of murders being unsolved forever would you consider this system not worth trying?
