Tariffs are a good idea if they are part of a broader restructuring of the economy that included bans on offshoring manufacturing and inshoring labor, as well as reduction or elimination of the income tax. Trump's tariffs were enacted in a neoliberal, globalist paradigm, which guaranteed they would fail, being nothing more than a new tax on American citizens.
