There are several ambiguous terms in the #EPA's proposal that made me decide to OPPOSE IT. Years of MASS FRAUD went UNDETECTED by federal, state, and local governments, and by private sector teams tasked with investigating such things. Only Nick Shirley decided that $TRILLIONs of FRAUD was NOT 'minor', by deciding that 'public participation is necessary'.
