I mean, the best solution would probably to seek cooperation with China as that would increase the size of the proverbial pie we can all indulge in. But if the goal is confrontation, as it has been since at least Zbignievs time, it is unwise to advertise it decades in advance and then stand there with a pikachu face when China (and Russia) have prepared for it while the instigating party has not.
