On how many occasions have 'Presidential War Powers' (to direct the military in acts of war outside of a Congressional declaration of war) been used in legitimate self defense of the U.S.A. ? I can't think of any of those. All that I can think of have been aggressive moves that just resulted in killing and impoverishing Americans for no benefit to America.
