"Why aren't we seeing more of the Russian Air Force in action?" is a good question. Its low usage hasn't changed the overall picture that much, but it has mattered in some tactical situations and has improved Ukrainian morale. Even if you're trying to avoid civilian casualties, there are many things it could be doing that it isn't doing.
