When California runs up and claims a 99% ballot-harvested turnout, and drowns your state, #NationalPopularVote will be to blame. Two alternatives exist: one is the Maine-Nebraska plan, which uses the US Rep districts to elect one Elector each, and then awards two Electors based on the state-wide winner. Or go whole hog: create Electoral districts out of your state's lower House districts. Michigan, e.g., has 110 State House districts, which divide into 14 7-district and 2 6-district Electoral districts. The first option, oddly enough, will suffer far more from US House district racial gerrymandering. (Thanks, SCOTUS, you loser f--ks.) The second option also offers smaller districts.
