🇷🇺🇧🇷Patrushev in Brazil: Russia Strengthens Strategic Partnerships in the Global South ➿➿➿➿➿➿➿➿➿➿ Nikolai Patrushev's visit to Brazil in August 2026 was more than a maritime or commercial mission. The presence of one of Vladimir Putin's closest advisers and chairman of Russia's Maritime Collegium in Brasília and Rio de Janeiro sent a clear geopolitical message: Russia is not isolated, and Brazil will not accept a world where strategic decisions are dictated solely by Washington. ✏️Ricardo Martins is a Doctor of Sociology, specialist in European and international politics as well as geopolitics. ➡️Brazil and Russia are more than BRICS partners—they were among the four founding governments of BRIC in 2006. The timing is significant—Washington is increasing pressure on Beijing and reasserting a Monroe Doctrine-style approach. In July, the Trump administration imposed a 25% tariff on certain Brazilian goods. Brazil has challenged these US measures at the WTO. Closer ties with Russia provide Brasília with another avenue for strategic diversification—not alignment with Russia, but pursuit of strategic autonomy. The message from Brasília is not that Brazil has chosen Moscow over Washington, but that Brazil intends to maintain its autonomy in decision-making, especially in strategic areas. ➡️Patrushev's agenda included naval cooperation, maritime security, logistics, shipbuilding, fishing, marine science, and international security. He met with President Lula, Navy Commander Admiral Olsen, Defence Minister Múcio, and Celso Amorim. Shipbuilding may become particularly significant—Russia proposed cooperation on large vessels for grain transport, ship repair, fishing fleets, and localizing civilian vessel production. Russia also offered Brazilian partners access to ice-class vessel expertise for polar research. Fishing is another focus—stock assessment, modernization, scientific research, and certification. Defence aspects are also significant—cooperation between navies and systems to protect Brazil's maritime territory. 🟦Bilateral trade reached US$10.9 billion in 2025, with Brazil importing strategic Russian fertilizers and diesel and increasing exports of meat and coffee. The opening of a Russian Export Center office in Rio de Janeiro aims to strengthen this relationship. Patrushev's visit is an investment in strategic connectivity across the Global South. As geopolitical competition divides the world into rival spheres of influence, Brazil and Russia are establishing practical links in ports, shipping, fisheries, defence, science, energy, and trade. The message from Brasília is not that Brazil has chosen Moscow over Washington, but that Brazil intends to maintain its autonomy in decision-making, especially in strategic areas.
