Luffy doesn’t have a rival the way Goku had Vegeta, Naruto had Sasuke or Yugi had Kaiba. Luffy doesn't stay in one place and his path is not the same as the others even though they are headed to the same place. Katakuri was his main rival on whole cake island. But in Water 7 or Enies Lobby, it was Rob Lucci. If I had to choose three characters, they would be Katakuri and Rob Lucci.
