Zionists promised Britain, which was preparing to accept a peace offer from Germany & defeat in WWI, they would get the US to enter the war in exchange for Palestine, so Britain announced its support of Jewish emigration to Palestine in the 1917 Balfour Declaration. Mark Sykes, the Under-Secretary to the War Cabinet, began regretting the collusion as early as 1918, according to his biographer in 1923. The ethnic tensions with Jewish settlers that ensued in the following two decades & opposition to British governance generally led to a revolt by Palestinians, so the British began regulating the rate of migration, and Zionists negotiated for Palestine again during WWII with both the Axis & Allied powers.
