Leave it to Democrats to weasel out of a debate that would clearly show Trump to be in control while Biden looks the fool. Tax returns have nothing to do with each candidate debating the issues and their ability to communicate effectively. The contrast would destroy Biden so the power structure knows they have to concoct a sham to excuse his participation.
